Project Request & Fulfillment Planning

Project Request & Fulfillment Planning (PR&FP) is the methodology of Project Portfolio Excellence.  The overall objective of PR&FP is to balance work requests (demand) with Capacity for Quality Work (CfQW), thereby allowing for the most effective management of the enterprise portfolio and projects.

The processes of PR&FP (in the green section of the illustration) are the steps for evaluation, selection, and prioritization of projects.  Two additional processes are included:

"Work Segmentation" - This is the process through which all sources of demand for resources are captured.  Doing this protects against overloading individual resources due to a lack of visibility to their aggregate workloads.

In order to effectively plan resources and capacity you must understand, in detail, the work that is to be fulfilled. (PPE Truth #128)

"Project Validation" - This process, sometimes called the "post-mortem", is often skipped because other projects urgently require resources.  This is a big mistake because Project Validation provides the feedback loop in the Project Development Lifecycle, allowing for continuous improvement of lifecycle processes.

Post-implementation validation is only possible if you document the baseline expectations for the project before executing it. (PPE Truth #147)
